This year&rsquo;s count took place on Wednesday, January 29, 2025, and showed an overall 9% decrease from 2024, including an 18.1% decrease among families and an 4.5% decrease among unaccompanied individuals. This year&rsquo;s total count is 19% percent lower than the count in 2020, the last PIT recorded before the COVID-19 public health emergency.</p> <p>&ldquo;I am incredibly grateful for the teams that are working every day to ensure we are able to not only provide shelter to neighbors who need it, but also help them move into &ndash; and thrive &ndash; in permanent housing,&rdquo; said Mayor Bowser. &ldquo;For more than a decade, we have been transforming our systems so that they are more effective and so that they meet the needs of people in our city. This is challenging but important work. We know that when we have the right investments, the right policies, and the right people in place, we can drive down homelessness and get our neighbors into safe and stable housing.&rdquo;</p> <p>The count also showed a decrease in homelessness among Transition Age Youth, which represents young adults ages 18 to 24. There was a 10.5% decrease among individual transition age youth and a 35.8% decrease among transition age youth-headed families.&nbsp;<br /> &nbsp;<br /> &ldquo;These results show a positive change in course following increases in homelessness over the past two years,&rdquo; said DHS Interim Director A.D. Rachel Pierre. &ldquo;While there is more work to be done, this year&rsquo;s PIT count is a clear indicator that the District&rsquo;s investments &ndash; especially over the last year &ndash; are moving the needle in the right direction. We are committed to staying the course and continuing to focus on solutions that emphasize homelessness prevention and diversion, supportive case management, and bridging the gap from temporary shelter to permanent housing.&rdquo;&nbsp;<br /> &nbsp;<br /> Since last year&rsquo;s PIT count, the District has worked hard to deepen investment and focus on programs that work while launching new, innovative initiatives that continue to meet the needs of neighbors experiencing homelessness. These efforts have been key drivers of this year&rsquo;s positive trend, and they include: &nbsp; &nbsp; &nbsp;</p> <ul> <li><strong>Project Reconnect:</strong> The District deploys staff to shelters, day centers, and with outreach teams to assist individuals newly experiencing homelessness or who are currently facing housing crises by providing housing counseling and flexible funding to either divert individuals from the homeless services system or facilitate a rapid exit to stable housing. In FY 2024, Project Reconnect successfully diverted nearly 400 individuals from entering homelessness. &nbsp;</li> <li><strong>Front Door Navigation </strong>Tool: DHS launched a new data-powered tool in coordination with the Homeless Services Hotline to increase opportunities for connection to diversion assistance and resources in a timelier fashion. Since its launch, Front Door Navigation has connected more than 150 referrals to Project Reconnect.&nbsp;</li> <li><strong>Transforming Our Shelter System</strong>: The District continued its work to improve and expand its shelter system, including the opening of The Aston non-congregate bridge housing program to provide 100 new shelter beds for unsheltered, adult-only families (without minors) and those who cannot be served effectively in low barrier shelters. The District will open a second non-congregate bridge housing program in 2025.&nbsp;</li> <li><strong>Targeting Youth Homelessness:</strong> The District has been a national leader in building a comprehensive system to address and prevent youth homelessness. Through programs focused on homelessness prevention, intervention, and transitional and permanent housing, the District provided vital, targeted services to hundreds of Transition Age Youth (ages 18 to 24) over the last year &ndash; including the addition of daily transportation services through the District&rsquo;s shelter hotline and increasing the geographic footprint of youth-focused street outreach services.&nbsp;</li> <li><strong>Permanent Housing</strong>: The District supported more than 900 individuals and families to lease up with permanent housing vouchers in FY 2024 and leveraged Medicaid funding to provide supportive services to nearly 9,000 households. So far, in FY 2025, over 550 individuals and families have leased up with permanent housing vouchers.&nbsp;</li> <li><strong>Peer Case Management Institute</strong> (Winner of the Cafritz Team Award): DHS graduated its first cohort from the Peer Case Management Institute, a partnership with Howard University that trains District residents with lived experience of homelessness to become qualified case managers in the Homeless Services System. More than half of the first cohort has been employed as case managers in the Homeless Services System; the second cohort is set to graduate in June 2025.&nbsp;</li> </ul> <p>The District&rsquo;s results were among the strongest in the region. Four of the eight continuums of care that participate in the Metropolitan Washington Council of Governments (COG) saw an increase in their numbers this year, with four others (including the District) seeing varying degrees of decrease. While this points to the positive impact of the District&rsquo;s targeted investments in strategic and innovative services, it also underscores the growing need of residents in the local region and the importance of regional collaboration.&nbsp;<br /> &nbsp;<br /> The Community Partnership for the Prevention of Homelessness (TCP) conducted the PIT count on behalf of the District. The count is a requirement for all jurisdictions receiving federal homeless assistance funding. This single-day enumeration of the homeless services continuum of care provides an opportunity to identify gaps in the current portfolio of services and informs future program planning. &nbsp;<br /> &nbsp;<br /> Data from the District will be included in a regional analysis and annual report on homelessness by the Metropolitan Washington Council of Governments (COG) Homeless Services Planning and Coordinating Committee, presented to the COG Board of Directors on May 14. Concerned by the lack of regional data available, COG undertook the first effort to produce a Point-in-Time count of homeless adults and children in metropolitan Washington in 2001. The Mayor, Councilmembers, and health care leaders emphasized that changes to »ƽ&rsquo;s FMAP will have severe impacts on the city&rsquo;s entire health care system.<br /> &nbsp;<br /> &ldquo;Congress must reject any proposal to reduce »ƽ&rsquo;s Federal Medical Assistance Percentage. We&rsquo;re not just talking about percentages and formulas &ndash; we are talking about people&rsquo;s real ability to go to the doctor, to access life-saving care. A cut of the District&#39;s Medicaid FMAP rates to 50% would result in a staggering $2.1 billion loss in funding for our hospitals, universities, and community providers. A loss of that magnitude will be felt by everyone who accesses care in »ƽ,&rdquo; said Mayor Bowser. &ldquo;If the proposed change takes effect, it will devastate our health care systems in Washington, »ƽ.&rdquo;</p> <p>&nbsp;FMAP determines the share of Medicaid costs covered by the federal government. Since the 1997 Revitalization Act, Congress has set »ƽ&rsquo;s FMAP at 70% to reflect the District&rsquo;s unique financial constraints. »ƽ performs the functions of a city, county, and state, but lacks the revenue-generating tools traditionally granted to states. For example, »ƽ cannot tax the income of the more than 60% of workers who commute into the city from surrounding jurisdictions, an option available to other states. Congress, under then-Speaker Newt Gingrich, set the higher FMAP rate to acknowledge this constraint on the District&rsquo;s ability to raise revenue for programs like Medicaid.<br /> &nbsp;<br /> &ldquo;Cuts to Medicaid funding will hurt everyone who lives in, works in, and visits our nation&rsquo;s capital,&rdquo; said Jacqueline Bowens, President and CEO of »ƽ Hospital Association. &ldquo;Cutting Medicaid would lead to reductions in services at hospitals, weaken preparedness for emergencies, and threaten public safety by jeopardizing police, fire, ambulance, education, substance abuse, mental health, and homeless services.&rdquo;<br /> &nbsp;<br /> If Congress reduces »ƽ&rsquo;s FMAP to 50%, the District will lose over $2.1 billion in total program funding. This would affect critical services including:</p> <ul> <li>$67 million in lost Medicaid reimbursements for »ƽ Fire and EMS</li> <li>$10 million in cuts to the Special Education Transportation Department</li> <li>Reductions in funding for hospitals, clinics, schools, and long-term care providers</li> </ul> <p>&ldquo;The Medicaid cuts that have been proposed would put essential health care services for children at risk,&rdquo; said Michelle Riley-Brown, president and CEO of Children&rsquo;s National Hospital. &ldquo;As an independent, top ten children&rsquo;s hospital nationally, Children&rsquo;s National cares for more than 250,000 children every year from all 50 states, »ƽ and Puerto Rico. Medicaid covers more than half of our patients and is a critical foundation for all the high-quality and highly specialized services that we provide. In her ten years as mayor, Mayor Bowser has invested over $1.4 billion in the Housing Production Trust Fund. Mayor Bowser made the HPTF announcement at the ribbon cutting of Riggs Crossing Senior Residences, a new 93-unit senior affordable housing development that was supported in part with $25 million from the Housing Production Trust Fund. &nbsp;<br />  &nbsp;<br /> &ldquo;Over the past decade, we&rsquo;ve invested more than a billion dollars into affordable housing through the Housing Production Trust Fund &ndash; more per capita than any other jurisdiction in the nation. Because of those investments, we have thousands more Washingtonians in affordable housing today than we did a decade ago,&rdquo; said Mayor Bowser. &ldquo;My fiscal 2026 budget is a growth budget &ndash; it&rsquo;s about creating economic activity to replace a shrinking federal footprint and it&rsquo;s about investing in our future. This $100 million investment in affordable housing is part of that vision for our future.&rdquo;&nbsp;<br /> &nbsp;<br /> Under Mayor Bowser&rsquo;s leadership, Washington, »ƽ has become a national leader in the production and preservation of affordable housing. Historic investments in affordable housing have supported the creation of more than 15,000 affordable homes. In 2015, approximately 9.8% of »ƽ residents lived in affordable housing; today, about 30,000 more residents live in affordable housing, or about 14% of the population. &nbsp;<br /> &nbsp;<br /> In February, Mayor Bowser introduced the Rebalancing Expectations for Neighbors, Tenants, and Landlords Act (RENTAL Act), comprehensive legislation to protect the District&rsquo;s existing affordable housing and strengthen the local housing ecosystem to ensure »ƽ is and continues to be a national leader in affordable housing. The Mayor has called on the Council to take up and pass her legislation and will also include the RENTAL Act in the upcoming budget. &nbsp;<br /> &nbsp;<br /> &ldquo;Mayor Bowser&rsquo;s historic investments in affordable housing have made »ƽ a national leader &ndash; and she&rsquo;s once again committing $100 million to the Housing Production Trust Fund,&rdquo; said Deputy Mayor for Planning and Economic Development Nina Albert. &ldquo;But now, we also know we need comprehensive action to stabilize our housing market and improve the investment climate. Passing the RENTAL Act is necessary to ensure we get back to producing affordable housing in neighborhoods across the District.&rdquo;&nbsp;<br /> &nbsp;<br /> Riggs Crossing Senior Residences includes 52 apartments for households with incomes at or below 30% of the Median Family Income (MFI) and 41 apartments for households between 30% to 50% MFI. Ten apartments are designated for Permanent Supportive Housing. The mission-based social enterprise Jaydot will support senior residents with services such as food, mental health resources, transportation access, and more. The development also includes ground floor retail/commercial space, of which at least 5,000 net leasable square feet is reserved for lease by Local and Unique Retailers. &nbsp;<br /> &nbsp;<br /> True Ground Housing Partners, in partnership with EYA, is lead developer on the project.&nbsp;<br /> &nbsp;<br /> &ldquo;We are thrilled to open our first community in the District in True Ground&rsquo;s history,&rdquo; said Carmen Romero, President and CEO of True Ground. &ldquo;This is evident of our commitment meet the growing need for affordable housing in every corner of the region. We understand that Seniors are the fastest-growing populations experiencing homelessness, so Riggs Crossing is the latest example of how we are diligently working to fill that gap.
